Hannah Ismail
Hannah is an associate and specialises in advising public sector clients on procurement law. Hannah has been involved in some large scale procurements for high-value complex services and works and has received excellent client feedback on her responsiveness when meeting very tight timescales.
Hannah advises clients on all stages of a procurement process including but not limited to the following:
- developing and executing the procurement strategy;
- Preparing bespoke procurement documentation including suitable scoring methodologies that are tailored to the subject matter of the contract and evaluation questions;
- Providing evaluation training to evaluators and moderators prior to the commencement of the evaluation process; and
- Contract variations and extensions.
Hannah has also provided client training and advice on the Procurement Act 2023.
Hannah regularly advises central government clients on modification of contracts, awarding contracts under framework agreements without further competition and on use of regulation 32 of the Public Contracts Regulations 2015 by setting out risks in respect of these issues using the AG's Guidance on Legal Risk and providing commercial and practical advice on how to mitigate risks of a challenge, within the parameters of legislation. Hannah draws from her experience of having worked in-house within a central government department where she advised on procurement and commercial matters and on funding agreements, including subsidy control implications.
