Peter Declercq
Peter Declercq has nearly 30 years of experience in private practice, representing a wide range of clients, including creditors, debtors, distressed investors, and other stakeholders in contentious and non-contentious Special Situations. An English solicitor with a Dutch background, Peter began his career as a Dutch advocaat and studied in the US, where he passed the New York bar. He specialises in restructuring, cross-border insolvency, and distressed investments, leveraging his common and civil law expertise to find bespoke solutions for Special Situations.
Since founding DCQ in 2018, Peter has worked as a senior insolvency consultant on various World Bank Group missions in Egypt, Zambia, UAE, and Rwanda. He is available for interim roles as a director of financially distressed companies and served as a director of the Dutch sustainable investment start-up Tanka Ventures BV from July 2020 to July 2023. An active member of INSOL International and an INSOL International Fellow, Peter collaborates with the WBG and UNCITRAL, frequently speaking, writing, and lecturing on cross-border insolvency law, including on INSOL’s Global Insolvency Practice Course.
At DCQ, Peter offers hands-on senior guidance to stakeholders in Special Situations, advising distressed investors throughout the investment life cycle, providing “zone of insolvency” counselling to sponsors and boards, and maximising recovery for secured and unsecured creditors. DCQ’s structure is designed to add value by being conflict and bureaucracy-free, reducing unnecessary overheads.
