Victoria is a senior associate specialising in public procurement disputes.
Victoria has over 10 years post qualification experience in advising both public and private sector clients across a range of sectors including health and social care, local and central government, education, emergency services, insurance and utilities. Her key clients include NHS Trusts and providers, local authorities and private sector bidders.
Victoria regularly advises on contentious procurement matters, including bringing and defending procurement challenges. Victoria has a good understanding of the technical and procedural issues that can arise in such matters.
Relevant experience includes advising:
· An emergency services client in relation to a procurement dispute regarding a multi-million pound contract for life saving PPE equipment, including an application to lift the automatic suspension. This was a high profile matter following a public inquiry.
· A local authority client in relation to a procurement dispute regarding a multi-million pound IT contract. This case involved new guidance around the time in which a Claimant has to bring a claim.
· A higher education client in relation to a procurement dispute regarding the provision of educational courses. This involved a successful negotiation to lift the automatic suspension.
· The winning bidder (an interested party) in relation to disclosure issues arising from a procurement dispute between a central government department and an unsuccessful bidder in relation to a high value contract for the provision of estate and facilities management services.
· Acting for an emergency services client in relation to the abandonment of a procurement for a contract relating to air fleet vehicles.
