Jonathan Lewis

Jonathan has a broad public law, public procurement, commercial and consumer practice. His public law practice encompasses a range of different judicial review claims (including regulatory, financial and immigration), a variety of statutory appeals and claims under the Human Rights Act 1998. He is on the Attorney General’s “A” Panel of counsel.

Jonathan has a busy public procurement practice and is regularly instructed by both claimants and defendants in claims under the Public Contracts Regulations 2015 and the Defence and Security Public Contracts Regulations 2011. He has advised on the forthcoming Public Procurement Bill 2023. 

Jonathan has acted in a number of a substantial procurement cases raising a wide variety of issues (manifest errors, inadequate award notices, breaches of the duties of equality and transparency, abnormally low bids, emergency procurement due to Covid-19 and so on). He is also involved in interlocutory applications such as applications for disclosure and to lift the automatic suspension.

Jonathan has substantial consumer law experience, having acted for the Competition and Markets Authority in a number of enforcement actions as well has having advised consumers on a variety of issues under legislation such as the Consumer Rights Act 2015.

Jonathan’s commercial practice primarily covers contractual disputes in a variety of different industry sectors.
