Simon is a partner at Blake Morgan LLP. He specialises in public and utilities procurement, constitutional law and major public/private contracts in healthcare, construction, rail and road, IT, energy and other sectors.
 
Simon has experience of a wide range of contractual vehicles for delivering public projects and services, including PFI/PPP, joint ventures, partnerships, shared services, investment funds, managed services and other contracts.
 
Simon is routinely engaged by the Welsh Government, Transport for Wales and the NHS in England and Wales to advise on a wide range of matters. He has significant experience of contentious matters, advising on procurement disputes and with considerable previous experience in construction and general commercial litigation. He also has in-house government experience, having been a senior lawyer in Welsh Government.

Simon regularly delivers training in procurement law and practice to English and Welsh public sector bodies.
