What is the role of the Interim Environmental Governance Secretariat?

What is the remit of the newly established Interim Environmental Governance Secretariat (IEGS) and what powers does it have to investigate complaints against public authorities? 

On 19 November 2020, the government announced the establishment of the IEGS, a temporary body designed to provide interim environmental governance from 1 January 2021 until the permanent Office for Environmental Protection (OEP) becomes operational.
