Coronavirus (COVID-19)—Home Office publishes ‘Passenger Locator Form’

The Home Office has published a new 'Public Health Passenger Locator Form' for passengers arriving in the UK from 8 June 2020, in order to provide their journey and contact details (unless an exemption applies). This requirement was introduced by the Health Protection (Coronavirus, Public Health Information for Passengers Travelling to England) Regulations 2020. Individuals must complete this form no earlier than 48 hours before their arrival in the UK.

Each passenger must complete their own form. The exception is where the passenger is travelling with a child under the age of 18. In this circumstance, a separate form will not be required if the child will arrive and leave with the individual, will reside at the same address in the UK and the child's details are included in form.

Individuals should have the following information to hand when completing the form:

• passport details

• details of travel (eg dates of arrival, name of airline/train or ferry company, name of tour group agency (if applicable), booking reference and flight, train, bus or ferry number)

• details of airport, port or station in the UK

• the address where they will be residing in the UK for the first 14 days

• details of someone who may be contacted if the individual falls ill

Once completed, individuals will be required to show their completed form at the UK Border. Individuals can either print a copy or show the completed form on their phone.

Non-compliance may result in a fine of £100 by way of a fixed penalty notice. Border Force may also refuse entry to the UK (not applicable to British citizens or UK residents).

The Home Office (and other government departments) may use the information provided in the form to contact the individual if someone they have travelled with develops coronavirus symptoms, and to check that they are self-isolating (if applicable) for the first 14 days.
