What does Habitual residence mean?

The mere presence in this jurisdiction coupled with an intent to permanently relocate here.

In Marinos v Marinos (2007) EWHC 2047 Munby J concluded that “one can in appropriate circumstances establish habitual residence very quickly, in my judgement very quickly indeed” (para 88). He held that where someone is undertaking a planned, purposeful and permanent relocation from one country to another there is nothing in EU law to prevent the acquisition of a new habitual residence “contemporaneously or virtually contemporaneously with the loss of one's previous habitual residence) (para 89). The length of residence is not therefore relevant with regard to the concept of habitual residence.
