What is the community right to bid?

The community right to bid was introduced by Chapter 3 of Part 5 of the Localism Act 2011 (LA 2011) to enable local community groups to nominate buildings or land for listing by the local authority as assets of community value. When buildings or land listed as assets of community value come up for sale or change ownership, a moratorium on the sale of up to six months can be invoked, providing local community groups with an opportunity to bid to buy the asset on the open market.

Following a consultation on the CSNP Methodology High-Level Principles, the feedback received emphasised the need for detailed stakeholder engagement and environmental assessments. The plan supports integrating offshore designs and refining system requirements to include decentralised energy and regional diversity. The assessment criteria will balance economic and non-economic factors, moving away from the Least-Worst Regret approach. The Draft Methodology will be published by Summer 2025, with further opportunities for stakeholder input.

MHCLG publishes guidance on Mayoral Development Corporation legislation and oversight

The Ministry of Housing, Communities and Local Government (MHCLG) has published guidance on the legislative framework and governance of Mayoral Development Corporations (MDCs), covering oversight mechanisms, reserve matters, and consent processes. The guidance responds to a recommendation from the Tees Valley independent review report, published on 29 January 2024. It also provides an overview of the nature of an MDC and clarifies the roles and responsibilities of mayoral combined authorities and combined county authority members and officers.
