DESNZ publishes report on USKP contributions to IAEA Safeguards for 2021-24

The Department for Energy Security and Net Zero (DESNZ) has published a report, detailing the contributions of the UK Support Programme (UKSP) to the International Atomic Energy Agency (IAEA) Safeguards from 2021 to 2024. Between 1 April 2021 and 31 March 2024, the UKSP provided over £5m in in-kind and financial support to over 35 tasks within the IAEA's Development and Implementation Support Programme for Nuclear Verification. Key areas of assistance included the routine analysis of safeguards inspection samples, provision of open source information, delivery of training events for IAEA staff, promotion of UK technology solutions, and extra-budgetary financial contributions to critical IAEA projects, such as 'Keeping Safeguards IT Updated' and 'COMPASS', which aims to build State capacity on safeguards implementation.

Defra publishes JPC on UXO clearance in the marine environment

The Department for Environment, Food and Rural Affairs (Defra), along with devolved administrations, and associated bodies, has published a joint position statement (JPC) on unexploded ordnance (UXO) clearance in the marine environment, particularly for commercial marine developments. The JPC establishes low noise methods as the default approach for UXO clearance, with high order methods, such as detonations, to be used only as a last resort. It also outlines additional information required for marine licence applications, including environmental assessments, mitigation plans, and monitoring protocols, among other aspects. Defra has also published guidance to assist marine users in minimising environmental impacts from UXO clearance. It has also published a policy paper, detailing the UK’s government’s ongoing and future efforts to reduce marine noise pollution, focusing on mitigating the impact of offshore wind development. From January 2025, all offshore wind pile driving activities in English waters must demonstrate best efforts to reduce noise using primary and/or secondary reduction methods. Defra also intends to consult on implementing an offshore wind piling noise limit, among other measures.

PCA announces hearing schedule for UK-EU sandeel fishing arbitration

The Permanent Court of Arbitration (PCA) has announced that the Arbitration Tribunal, established under Article 740 of the Trade and Cooperation Agreement (TCA) between the EU and the UK, has scheduled a public hearing for the UK-Sandeel case (the European Union v the United Kingdom) Case No. 2024-45. The hearing will take place from 28 to 30 January 2025 at the Peace Palace in the Hague. The dispute, initiated by the EU on 25 October 2024, concerns the UK's decision to ban sandeel fishing in English waters of the North Sea and all Scottish waters since 26 March 2024. The three-member Tribunal is chaired by Dr Penelope Jane Ridings, with the PCA acting as Registry for the proceedings.

FRC publishes review of CFDs by AIM and large private companies

The Financial Reporting Council (FRC) has published its review of climate-related financial disclosures (CFDs) by AIM and large private companies, following the first cycle of mandatory reporting. Although companies have made efforts to comply with CFD requirements, the FRC noted inconsistencies in the quality of disclosures among the selected companies. The report provides examples of good practice and identifies areas for improvement, aiming to support companies in developing more consistent, coherent, and concise CFDs.
