TRA expands steel safeguard review following UK industry evidence

The Trade Remedies Authority (TRA) has announced on 26 March 2025 an expansion of its steel safeguard measure review following new evidence from UK Steel. The review will examine tariff rate quotas after data showed certain steel categories' quotas being exhausted by individual countries, amid a 16% drop in UK demand between 2018-2023. The expanded review covers categories four, seven, 13 plus others showing early quota exhaustion. Interested parties can submit updated evidence until 9 April 2025, after which TRA will publish intended recommendations for the Secretary of Business and Trade.

Commission tightens EU steel safeguard measures from April 2025

The European Commission has announced on 25 March 2025 three key changes to EU steel safeguard measures: reducing the liberalisation rate from 1% to 0.1%, restricting the use of unused country quotas, and eliminating the carry-over mechanism for high-pressure import categories. The changes, requested by 13 EU Member States, will be implemented in two phases starting 1 April 2025, with the liberalisation rate change and unused volume provisions taking effect from 1 July 2025. The measures aim to protect EU steel production and will remain in force until 30 June 2026.
