What is leadership?

It is pretty much impossible to create a concise, universally-accepted definition of leadership. Most of us have seen examples of good and bad leadership, but when it comes to pinning down just what it is that makes a good leader, we usually end up with a list of behaviours rather than a simple definition.

There has probably been more time spent trying to define the difference between a leader and a manager than almost any other management topic. Often these definitions glorify the role of the leader at the expense of the role of the manager, which is unfortunate as an organisation requires skilled practitioners in both areas in order to remain successful. One analogy to clarify the difference between the manager and the leader is this: a manager is the driver of the car trying to get from A to B and the leader is the person sat alongside them with the map giving directions. TPC announces changes to Health Education and Social Care Chamber Rules 2008

The Tribunal Procedure Committee (TPC) has published the response to its September 2024 consultation on proposed amendments to the Tribunal Procedure (First-tier Tribunal) (Health Education and Social Care Chamber) Rules 2008, SI 2008/2699 (HESC Rules 2008), regarding whether Special Educational Needs appeals could be determined on the papers without requiring the consent of both parties. Following stakeholder feedback, the TPC intends to amend Rule 23 of the HESC Rules 2008 for appeals against decisions to refuse to conduct needs assessments, by removing the application of Rule 23(1)(a). This change will grant tribunal judges full judicial discretion to decide whether such appeals should be determined on the papers or at a hearing.

Cabinet Office issues reminder on Procurement Act 2023 pipeline notices

The Cabinet Office has updated stakeholders on progress six weeks after the Procurement Act 2023 (PA 2023) go-live. The update reports ‘strong and active engagement’ with the enhanced Find a Tender Service (FTS), with 14,437 suppliers, 2,140 contracting authorities, and 25,546 users registered, and 2,568 notices published, including over 700 pre-market engagement notices. The update highlights new guidance on the UK1 pipeline notices which are live as of 1 April 2025. In-scope authorities (ie large contracting authorities forecasting spend above £100 million in relevant contracts in the upcoming financial year) have until 26 May 2025 to publish their pipeline notices on the FTS, after which they must be updated annually. The notices should include details of procurements planned in the next 18 months with an estimated value above £2 million. The update also includes information on events and training opportunities.

Planning and Infrastructure Bill—second reading

Key amendments include a right for local planning authorities to decline future planning applications from parties in certain circumstances and the introduction of a third-party right to appeal a grant of planning permission. Supreme Court holds that local authorities must consider but are not required to meet all household needs when providing interim accommodation (Glasgow City Council (Respondent) v X (Appellant) (AP) (Scotland))

The Supreme Court has unanimously dismissed an appeal concerning the interpretation of local authority duties under the Housing (Scotland) Act 1987 (H(S)A 1987) and the Homeless Persons (Unsuitable Accommodation) (Scotland) Order 2014, SSI 2014/243. The Court distinguished between the duty to ‘meet needs’ in permanent accommodation and to ‘take account of needs’ in temporary accommodation. The ruling establishes that local authorities must consider but are not required to meet all household needs when providing interim accommodation under H(S)A 1987, s 29.
